Call to Order/Opening Remarks
The Policy Chair, Anne Marie Kiernan, was unable to attend due to illness. Therefore, the Director called the meeting to order at 4:05 p.m. Toni thanked the Policy Board members for their continued time, commitment, and support of TCCW.
It was noted that the meeting was held via Zoom due to recent snow accumulation in Westchester and limited parking availability.
Approval of Minutes
The minutes from the December 4, 2025 Policy Board Meeting were reviewed. Tina Fernandez made a motion to approve the minutes, and Dr. Donna Marable seconded the motion. The motion was carried, and the minutes were approved.
- January 15, 2026 at 8 pm the director facilitated a Q & A session with all TCCW facilitators to review and discuss course policies and attendance. It was decided that participants may only miss one session and will receive an extended assignment developed by the facilitator. If two sessions are missed, the participants will have to drop the course. If the individual has extenuating circumstances, the facilitator and director
Reports
Financial Report
The financial report dated January 13, 2026 was presented to the Board.
- $104,389.26 has been liquidated for courses and expenses from grant funds.
- The current purchase order balance is $112,017.18.
- Total funds placed as of January 13, 2026 are $216,406.44.
- This leaves a remaining balance of $27,714.56 for upcoming courses and expenses.
After accounting for all projected expenses, approximately $12,000 is expected to remain for additional courses and conference attendance.
Financial documents are accessible in the TCCW Policy Board shared folder.
Toni informed the Board that several facilitators have not been compensated in a timely manner and reviewed the list of those still awaiting payment. Dr. Donna Marable, President of the Mount Vernon School Board, offered to follow up with Superintendent Dr. Strickland to help expedite payments and determine the cause of the delay.
Facilitator Meeting Update
On January 15, 2026 at 8:00 p.m., the Director facilitated a Q&A session with TCCW facilitators to review course policies and attendance procedures.
The following attendance policy was agreed upon:
- Participants may miss one session and must complete an extended assignment developed by the facilitator.
- If two sessions are missed, the participant must withdraw from the course.
- In cases of extenuating circumstances, the facilitator and Director will determine appropriate next steps.
Old Business
- Due to delays in funding from New York State, courses will not be offered in August until the grant allocation is confirmed.
- Facilitators agreed that a standardized slide presentation outlining TCCW policies would help reinforce attendance expectations and promote a respectful learning environment.
- The Conference Attendance Form will be sent to Policy Board members for distribution within their districts. The form is also available on the TCCW website.
New Business
- Toni requested two Board members to assist in reviewing the 2020 TCCW By-Laws. A meeting will be held in February at the Valhalla office. Carlene Lovecchio and Lisa Cavallero volunteered to serve on the committee.
- Sarah Johnson (Mount Pleasant School District) is expecting a child in the spring and will be unable to attend meetings or continue in the role of TCCW Social Media Coordinator. The Director will assume these responsibilities without accepting the stipend.
Any Other Business
Roxanne Franquelli requested a list of upcoming conferences available to TCCW members.
The next TCCW Policy Board Meeting is scheduled for March 3, 2026 at Valhalla Pizza Station. A majority vote is required to approve the FS-10A. Board members were encouraged to attend, as their vote is necessary to move forward.
